I like my research and would not want to do anything different. Throughout my career, I have focused on alcohol misuse – How does it begin? How does one get worse or better? How do we prevent and intervene? How do we design and evaluate interventions better? It was not a “love at first sight” affair. I was somewhat opportunistic in choosing this research area early in my career. However, this research area and the scientific community have grown on me over the years. I also worked in the Center of Alcohol Studies at Rutgers for 12 years, the first center dedicated to the science, treatment, and education of alcohol use in the United States. Further, the National Institute on Alcohol Abuse and Alcoholism has continuously supported me since graduate school. So, all this contributes to my commitment to helping to alleviate preventable health problems, especially in young adults. I do enjoy my work. It is challenging and fun.

The purpose of this Notice is to remind the extramural research community that once the federal Public Health Emergency for COVID-19 expires, NIH will no longer be able to grant single IRB (sIRB) exceptions for multi-site research that is subject to the revised Common Rule cooperative research provision under the Office for Human Research Protections (OHRP) Determination of “Exception to the Single IRB Review Requirements for Certain HHS-Conducted or -Supported Cooperative Research Activities Subject to the 2018 Requirements During the Coronavirus Disease 2019 (COVID-19) Public Health Emergency.”

The Consolidated Appropriations Act, 2023 restricts the amount of direct salary to Executive Level II of the Federal Executive pay scale. The Office of Personnel Management recently released new salary levels for the Executive Pay Scale. Effective January 1, 2023, the salary limitation for Executive Level II is $212,100.

Chapter I.G.2, Requirements Relating to Unique Entity Identifier (UEI) and Registration in the System for Award Management (SAM), has been modified to clarify that subrecipients named in a proposal must obtain a UEI and register in Research.gov, however, they do not need to be registered in SAM.

Chapter II.D.1.e, Certification Requirement for Senior Personnel Specified in the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021, is a new certification requiring senior personnel to certify that the information provided in their Biographical Sketch and Current and Pending Support documents are accurate, current, and complete. This certification will be included in both SciENcv and the NSF fillable format for proposals submitted or due on or after January 30, 2023.

Chapter II.D.2.h(i), Biographical Sketch(es), has been revised to increase standardization with the Common Disclosure Form for the Biographical Sketch that has been developed in compliance with NSPM-33 Implementation Guidance. NSF has made every effort to mirror the Common Form. Due to timing disparities between the issuance of the Common Form and the PAPPG, however, it is possible that variances may occur. This section also has been revised to require the use of SciENcv for the preparation of this document effective in October 2023.

The coverage also identifies the Program Suitability and Proposal Concept Tool (ProSPCT) as an option for use in submission of the Concept Outline.

Autumn attended the 2022 – 2023 Virtual NIH Grants Conference in February and the NSF Virtual Conference 2023 in June.

Keith attended a NCURA webinar workshop titled Financial Post-Award Essentials covering various areas of research financial management including internal controls, financial business processes, facilities and administration costs, audit and compliance supplement requirements.

Robyn attended the National Council of University Research Administrators (NCURA) Financial Research Administration Conference in Las Vegas March 2023, where she presented a half-day workshop in Research Compliance.

Robyn attended the Federal Demonstration Partnership (FDP) meeting in May 2023, which is a cooperative initiative among federal agencies and institutions to work collaboratively in reducing the administrative burdens associated with research grants and contracts.
