Dr. Moses Mulumba
Associate Professor, Health Administration & Health Policy

Education & Experience:
I am currently an Associate Professor holding a joint appointment at the Center for Health Policy and the Department of Health Administration and Health Policy, both under the College of Public Health. I possess a background in law, with a PhD in Health Sciences from the University of Ghent. My research and professional practice encompass a range of initiatives at the intersection of law, health rights, and public health programs, with a particular emphasis on global health and implementing community interventions in low-income settings.
Teaching Areas & Public Health Interests:
I am an interdisciplinary academic dedicated to strengthening health systems and my work focuses on informing health policymaking processes through the lens of the right to health and social justice. My specific interests lie in teaching Health Law and Policy, alongside exploring the various facets of Global Health.
Professional Activities & Awards:
My passion for public health has been fueled by my extensive academic and professional experiences in low-resource settings. I have founded and led two social justice organizations focused on initiatives in Uganda and across the African region. My leadership includes guiding teams in groundbreaking legal advocacy, involving significant constitutional litigations that challenge governments to provide essential health care including basic maternal health services. Additionally, I was appointed to the Lancet/PPATS Commission on Prevention of Viral Spillover as a Commissioner and Co-Lead of the Commission’s Policy Working Group.
Scholarly Interests:
I have been and continue to be actively involved with professionals and scholars who champion initiatives aimed at advancing the right to health and health equity. Notably, I serve as a steering committee member of the Regional Network on Equity in Health in East and Southern Africa (EQUINET), a collaborative platform of professionals working as equity catalysts to promote and realize shared values of equity and social justice in health. Additionally, I am a member of the Joint Action Learning Initiative (JALI), which unites civil society groups and academics advocating for a global health agreement, often referred to as a ‘Framework Convention on Global Health.’ I have been a co-investigator in the Goals and Governance for Global Health (Go4Health) initiative, a consortium comprising 13 academic research and human rights institutions from both the Global North and South, dedicated to tracking the evolution of the Sustainable Development Goals (SDGs) and providing ongoing policy advice.
